Jesus Navas can’t cover him because just now he is shifting to half-space from wing. Le Normand can’t cover him because he matches with Immobile. So Rodri has to shift to defense line and cover Zaniolo but instead of following him, Rodri closes to midfield. So Jorginho passes the ball to Zaniolo and then Italy wins a penalty.
Also Jorginho could take the ball in the centre all free because of Gavi’s positioning.
This is the moment before Italy passes the ball to centre from wing. Gavi closes to wing so Spain has intensity in the wing. But I don’t think they need that intensity right now because they are not pressing aggressively and they don’t try to take the ball back from Italy as quickly as they can. And Jorginho stays in the centre.
And when the ball goes to Jorginho, Gavi can’t cover Jorginho quickly. Normally Gavi is able to match with Jorginho 1 by 1 because of his offensive midfielder role but because he took position too close to wing, he can’t cover Jorginho now and Jorginho can pass to Zaniolo comfortably.
